chm: Yes, I think all town halls in France have to have a siren. They certainly seem to around here.
BUT the $64,000 question is would anybody know why it was sounding and what the hell to do.. I think NOT!! You could tell everybody it's to warn of an English Speakers invasion!!!
Colin and Elizabeth: I think you'll find many people would know what to do. If the siren goes you are supposed to take shelter and listen to the radio for instructions. Except on the regular monthly test blasts. Even if people didn't know exactly what to do they'd know something serious was up and seek info.
Hmmm...apparently a survey a few years ago revealed that 78% of the population doesn't know what the sirens are for. You'd have to be a bit dim not to realise that if they sounded there must be the risk of something dangerous nearby though.
